Robert W. Bowcock founded Integrated Resource Management, LLC in 1997 after serving as a Water Utility Manager in Azusa (1991-97) and Huntington Park (1987-91), California. Prior to that, Mr. Bowcock worked for the Metropolitan Water District of Southern California (1982-87), and as a U.S. Army Civil Affairs Team Leader designed and constructed water treatment and distribution systems for various federal branches of government in Southeast Asia and South America. Mr. Bowcock has been appointed to serve on several Watermaster Boards by California Superior Courts since 1990. He is a licensed California Grade V Water Treatment Operator and maintains various other water industry licenses. He routinely provides expert witness work to legal firms in the specific area of water resource management.

Hedy Abedi, PhD joined IRM after serving as Vice President of Science and Technology, Western Region for Shaw Environmental & Infrastructure. Dr. Abedi has over 24 years of experience in management and consulting, including site investigation and feasibilities studies, design, construction, operation of soil, groundwater and industrial wastewater treatment systems, process engineering and optimization. His expertise includes evaluation and application of conventional and innovative technologies such as biological, ion-exchange, advanced chemical oxidation and other physical and chemical treatment processes. Dr. Abedi has a PhD and MS from the University of Colorado.

Wyatt L. Troxel, who joined IRM in 2005, is a highly regarded water resource professional specializing in evaluation and strategic planning of water, wastewater and storm water system infrastructures. He manages the investigation and evaluation of systems and practices in the operation, maintenance and capital planning of water production and distribution, storm water collection and conveyance, and wastewater collection and reclamation facilities. Mr. Troxel served for over 20 years as a respected leader in local water management as staff and ultimately as a Director of the Inland Empire Utilities Agency. Mr. Troxel will be responsible for identifying and recommending strategic integration of key utility infrastructure features and services, especially in the areas of storm water capture and recovery, intensified water reuse, and policy and rule-making initiatives, all keyed toward stimulating aggressive water conservation to support economical and sustainable development and growth.

Joining IRM in 2005, Jennifer L. Field, Esq. drafts and manages contracts, negotiates and writes water acquisition/transfer agreements, and provides IRM with historical and legal theory regarding water resource development, protection and enhancement of water rights. Ms. Field also works with select clients on regulatory and environmental compliance matters both in administrative hearings, negotiations and litigation. Ms. Field graduated summa cum laude from the University of La Verne College of Law, ranking number one in her class and receiving American Jurisprudence Awards in the following subjects: Torts, Contracts, Evidence, Constitutional Law, Legal Writing and Analysis, Advanced Legal, Writing, Civil Procedure, Business Organizations, Sales, Community Property, Trusts, and Legal Skills Practicum II.
Kevin D. Sage joined IRM in 2001 after working in the merchandizing industry. His previous work experience includes senior management of retail and foodservice establishments. Mr. Sage has a B.A. in Mathematics from California State University San Bernardino. Mr. Sage provides direct support for the activities of Mr. Bowcock and works on multiple litigation support teams involving water resource management activities. Kevin has inspected hundreds of water measuring devices nationwide.

Patricia A. Lira has worked with IRM since 2001. Ms. Lira is a California Certified Legal Assistant (CLA). After fifteen years as litigation paralegal for Rose Klein & Marias in Los Angeles, Ms. Lira joined IRM. Ms. Lira personally manages all of the litigation in the firm. Ms. Lira presently is working on New Mexico v. General Electric, Settelmeyer v. Bently Corp., Texas v. New Mexico, American Water Works Company v. City of Seaside, Bakewell v. Pitt, Seller v. Chicago Title, King v. Arrowhead Mountain Spring Water, Garcia v. Shell Oil and Chino Land & Water v. CalMat Company.
Vincent M. Frankini has worked with IRM since 2003. Mr. Frankini is a business marketing student at Cal Poly Pomona. Mr. Frankini supports the activities of regularly assigned staff.
